Footage has emerged showing two police officers allegedly assaulting a driver, Tayler Christian Hazell, who had already been arrested. This incident occurred after Hazell crashed into two schoolboys in Canberra on March 28, 2025, leaving them with severe injuries. The driver, under the influence of methamphetamine, had stolen a car containing an eight-year-old girl, later letting her go, before embarking on a wild drive from New South Wales into the Australian Capital Territory.
Documents reveal the moments after the crash, when Hazell attempted to flee but was tackled by brave bystanders. ACT Policing officers arrived, arrested him, handcuffed him, and placed him on the ground. It was at this point that two tactical response members (TRM) from the Australian Federal Police (AFP) arrived and, according to the footage, allegedly assaulted Hazell.
The body-worn camera footage and dash cam video capture the encounter. Hazell, sitting on the ground with his hands cuffed, pleads, "No, no, I'm done, I'm done." But the first TRM responds aggressively, grabbing his neck, pushing him down, and kneeling on his back. One of the ACT officers tries to intervene, saying, "He's good, he's good," and reminding the TRMs that their body cams are on. However, the first TRM silences Hazell with a harsh command. The second TRM joins in, and the situation escalates with Hazell screaming, "I'm not [resisting]," and pointing out that he's already handcuffed.
The second TRM is later seen kneeling on Hazell, and dash cam footage appears to show this officer forcing Hazell's head into the ground. This disturbing footage was released after Hazell faced the ACT Supreme Court for his sentencing hearing.
The AFP has taken steps to blur the faces of the two TRMs before filing the footage with the court. Photos show Hazell after his arrest and before the arrival of the TRMs, as well as his hospital visit.
A spokesperson for the AFP stated that professional standards investigated the allegations, and their inquiries found the officers' conduct to be in breach of the AFP's professional standards. Sanctions are to be applied, but the matter is ongoing.
Both Hazell's lawyer and the prosecutors agree that he suffered an excessive and unlawful use of force, amounting to extra-curricular punishment. Hazell, 32, has been in custody since his arrest and will be sentenced on March 27.
He has pleaded guilty to charges including two counts of culpable driving causing grievous bodily harm.
