Imagine vast stretches of England's picturesque countryside marred by hidden mountains of illegal waste. It’s not just a distant nightmare—it’s a stark reality. A recent BBC investigation has uncovered hundreds of illegal waste dumps scattered across England, including at least 11 colossal 'super sites' holding tens of thousands of tonnes of rubbish. But here’s where it gets even more alarming: despite efforts to shut down these operations, 517 illegal dumps were still active at the end of last year, according to data from the Environment Agency.
These aren’t just small-scale operations. Among the largest sites yet to be cleared are a staggering 280,000-tonne dump in Cheshire, two 50,000-tonne sites in Lancashire and Cornwall, a 36,000-tonne tip in Kent, and a 20,000-tonne dump in Oxfordshire. Most of these sites are tucked away in rural areas, often on land meant for agriculture, making them harder to detect and easier to exploit.
And this is the part most people miss: Police believe many of these operations are run by organized crime gangs. These gangs undercut legitimate waste disposal services by charging significantly less, pocketing profits while leaving behind environmental devastation. The Environment Agency has vowed to tackle this 'waste crime,' but residents and environmental campaigners argue that not enough is being done to clean up these sites or hold the perpetrators accountable.
Take the case of Over, Gloucestershire, where tens of thousands of tonnes of waste have been dumped. At its peak, 30 to 50 vehicles were seen entering the site daily near the Over roundabout. A fire in June 2025 forced operations to halt, but the site remains open, with plumes of smoke still visible. Locals like Charlie Coats, chairman of Highnam Parish Council, describe it as a 'significant blot on the landscape,' with pollutants leaking into nearby waterways and causing health and safety hazards.
But here’s the controversial part: While the Environment Agency claims to be 'actively investigating,' many locals feel their efforts fall short. Why aren’t these sites being cleared faster? The problem isn’t confined to Gloucestershire. Earlier this month, raids in Herefordshire, Shropshire, and Worcestershire led to the seizure of nearly £100,000 in cash and the arrest of two men linked to suspected money laundering and waste crimes. One anonymous resident near a raided site in Worcestershire described the environmental impact as 'massive,' with daily smoke and fumes so toxic that children couldn’t play outside.
Here’s a thought-provoking question: Is the government doing enough to combat this growing crisis? Baroness Sheehan, chair of the House of Lords environment and climate change committee, argues that current measures are insufficient. Meanwhile, the Department for Environment, Food & Rural Affairs (Defra) insists it’s boosting funding and enforcement, but the number of illegal sites continues to rise.
